Yeah the sanctions do work on general population but when an entity with massive budget really wants something, they usually get it (unless they want to assassinate random bearded dude in Cuba)
Exactly this. All the criticism of how sanctions are supposedly ineffectual because current Russian weapons production still has access to Western parts misses the point entirely. Circumventing sanctions incurs cost, which in the end means fewer weapons produced and faster depletion of foreign currency reserves.
I mean, you can restrict stuff with only a few customers by controlling trade tightly.
But for common parts — to use a past example that I saw in a report, voltage regulators — they’re everywhere. You can’t do much about that unless you’re willing to economically partition the world. Even then, other countries could make them.

Sanctions make it more expensive for the sanctioned country to buy or sell the sanctioned goods.
If you know your Russian client can’t sell the gas directly to Europe and the West anymore, you’re not going to pay the same price as they would.
